St. Catharines man arrested for administering noxious substance

Police have arrested a man who allegedly sprayed a noxious substance at the Ministry of Transportation building in downtown St. Catharines on Tuesday. 

Surveillance footage shows the suspect spraying the unknown substance in an elevator area on the second floor of the building around 12:50 p.m.

Victims in the immediate area were affected, according to police.

Police put out a public call to identify the suspect Friday morning.

As a result, 29-year-old David Stout of St. Catharines was arrested around 11:30 a.m. on Friday.

Stout his charged with the alleged offences of administering a noxious substance and mischief over $5,000

As of Friday afternoon, Stout was in custody pending a bail hearing at the John Sopinka Courthouse in Hamilton on Saturday.

Police said detectives are still trying to determine what the noxious substance was.
